Zelensky Asserts He Lacks Explicit Security Pledge from European Partners

President Zelensky has stated that Ukraine's partners in Europe have failed to provide solid assurances that they will defend Ukraine in the event of a future Russian attack.

"I am asking this very question to every one of our allies and I have not received a definitive and straightforward response yet," he told reporters on Wednesday.

His comments come a day after the UK and France signed a statement of purpose on deploying troops in Ukraine should a ceasefire agreement to end the war with Russia is agreed.

However, comprehensive defense assurances have not been agreed. The US, which has been spearheading initiatives to end the invasion, reportedly did not sign such a commitment at talks in Paris on the previous day.

Outcomes from the Paris Discussions

After the Paris talks, which included some three dozen nations that form the group termed the 'Coalition of the Willing', British PM Keir Starmer said the two nations would "set up operational bases across Ukraine" to deter future invasion, while France's President Macron later said a significant number of soldiers may be deployed.

Partner nations suggested that the United States would assume a leading role in overseeing any ceasefire. But the key issue of ceding land that Ukraine is being asked to grant to Russia as a component of the settlement terms are still being discussed.

Moscow has thus far remained silent on the announcement made in the city of Paris.

President Putin initiated a full-scale invasion of Ukraine in February 2022, and Moscow currently controls about one-fifth of Ukrainian territory.

Zelensky's Shifting Tone

Sir Keir described the joint statement as "a vital part of our dedication to support Ukraine for the foreseeable future".

He added: "It establishes the pathway for the juridical structure under which British, French and partner forces could function on Ukrainian soil, protecting Ukrainian airspace and waters, and rebuilding Ukraine's armed forces for the future."

The Ukrainian leader praised that accord as a "significant leap of progress".

A day later, however, he seemed more cautious.

"I perceive the determination, the political resolve, and that the partners are ready, and the allies are willing to give us robust economic measures, powerful defense assurances," he said when questioned if European countries would defend Ukraine.

"However, until we lack such security guarantees - legally binding, supported by parliaments, backed by the U.S. Congress - this crucial issue remains unresolved. And even if they do, you must ultimately depend primarily on your own strength."

Persistent Challenges and Fighting

The Paris talks were also notable due to the attendance of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.

Witkoff said the allies "largely finished" their work on agreeing security protocols.

Last week, Zelensky said a settlement was "90% ready".

Questions of land and defense pledges have been at the forefront of unresolved issues for diplomats.

Putin has repeatedly warned that Ukraine's military must withdraw from all of Ukraine's eastern Donbas or Russia will seize it, rejecting any compromise over how to conclude hostilities.

The Ukrainian President has thus far rejected ceding any territory, but has suggested that Ukraine could redeploy its forces to an established line - but provided that Russia reciprocated the action.

Moscow now holds about 75% of the Donetsk region, and some 99% of the neighbouring Luhansk. The two regions constitute the industrial Donbas region.

Attacks have been escalating against Ukrainian cities - with a focus on energy infrastructure. Russia has also made slow progress in seizing additional Ukrainian land.

Ukrainian forces have retaliated at Russian targets with drones, though with varying degrees of effectiveness.
